A toner is generally used to refresh and to remove any extra traces of cleanser still left on the skin, it also restores the right PH balance to the skin immediately after cleansing, generally the skin takes up to 20 minutes without the use of a toner to go back to its ideal PH. The use of a toner is optional after washing or cleansing the face - but psychologically it makes you feel good, it is refreshing, it smells nice and you also feel cleaner, its generally not highly priced and it makes it easy to feel good and pampered.
